Project Cycle

Project management is carried out according to the classical scheme of the project cycle and it has several phases that can be connected however, they must have a clear and logical sequence.

Phases of the project cycle:

Programming

Programming is done according to political decisions and international agreements. At this point it is decided which country will be the priority and how much funding will be allocated there.

Identification

Identification of the topic for the project is fully in charge of implementing agencies. Identification is done in close cooperation with local representatives according to their needs. Local conditions and opportunities must be taken into account. It also must have a chance to contribute to meet the objectives stated above.

Formulation

Formulation of the project is the most important component of the whole cycle and it is usually a task for a few people (experts in the field). During formulation of the project it is necessary to proceed from local conditions and choose the appropriate procedures and technologies that have a chance to develop in the local place. It is also necessary to take into account the anticipated implementation period and plan feasible activities. Therefore, the formulators must be specialists and they must also have deep experience working in developing countries and their social specifics. Sometimes the formulation is in charge of the implementing agency; sometimes it is done by external entities.

Implementation and Monitoring

Implementation is generally in charge of external companies, either companies or nonprofit organizations. The project is implemented according to the project document which arises during the formulation. There is already ongoing long-term work in the country.

Monitoring is done during the implementation through representatives of implementing agencies who monitor whether everything is in accordance with the project document, budget rules, or signed contract.

Evaluation

Evaluation or the overall assessment of the project after the end of its implementation is carried out by independent evaluators who may not be conected with either the implementing agency or the implementing company. Evaluation is a very comprehensive assessment of benefits of the project for a certain community, the environment, or country. The evaluation results are then taken into account when programming further cooperation, and in this way the imaginary circle closes.
